This bill amends Minnesota Statutes 2024, section 609.666, by changing the definition of "loaded" to remove a clause that previously allowed a firearm to be considered unloaded if a child was unlikely to be able to fire it, and by expanding the scope of who is protected from accessing firearms. Specifically, the bill now makes it a gross misdemeanor to negligently store or leave a loaded firearm in a location where a person prohibited from possessing firearms under section 624.713, subdivision 1, is likely to gain access, unless reasonable action is taken to secure the firearm against access by such individuals, in addition to children. This means that loaded firearms must be stored in a way that prevents access by both children and individuals legally barred from owning guns.
