This bill designates February 13th of each year as Minnesota Anti-Bullying, Anti-Harassment, and Defamation Awareness Day to acknowledge the negative impacts of bullying, harassment, and defamation on individuals and communities. Bullying is defined as repeated aggressive behavior with an imbalance of power, harassment as unwelcome behavior based on protected traits that interferes with participation, and defamation as harmful false statements about someone's reputation. The bill encourages schools, employers, state agencies, and community organizations to observe this day with educational programs and campaigns, and allows the governor to promote its observance. Importantly, this designation does not create new legal claims or alter existing laws regarding defamation or free speech.
