This bill establishes a state assistance program to cover the cost of vasectomies for uninsured residents of Missouri, provided funds are appropriated by the General Assembly. Eligibility for this program is limited to males who are residents of the state and lack employer-sponsored or public health insurance, with no consideration given to income or resources, and without requiring a finding of medical necessity. Payments will be made to medical providers based on reasonable costs determined by the Department of Social Services, which will also establish an application process and promulgate necessary rules. A dedicated "Vasectomy Fund" will be created in the state treasury to hold appropriated funds, gifts, contributions, grants, or bequests, with any remaining money at the end of a biennium not reverting to general revenue and any interest earned being credited to the fund.
