This bill mandates that the Environmental Quality Board (EQB) update state rules to require an environmental assessment worksheet (EAW) for certain public drainage projects, which are defined as projects related to the construction or improvement of ditches and other water management systems. Specifically, an EAW will be required for drainage projects that affect a drainage area of at least five square miles within a particular watershed in the Minnesota River Basin, or for projects that alter the course, current, or cross-section of protected waters such as public waters designated for wildlife, outstanding resource value waters, or lakes and streams designated as trout waters. The EQB is allowed to use a streamlined process for adopting these rules, bypassing some standard administrative procedures.
