This bill, by adding a new section to Missouri Revised Statutes (RSMo) Chapter 82, prohibits the acceptance, processing, or approval of any application for the acquisition, construction, reconstruction, or alteration of facilities for creating or expanding data centers in any city not within a county, such as St. Louis, until August 28, 2027; a data center is defined broadly to include any building or facility used for data processing, distribution, or storage, encompassing a wide range of technologies and services like servers, artificial intelligence, cloud computing, and cryptocurrency mining; however, applications submitted before August 28, 2026, will not be affected by this pause and will proceed under existing rules.
