This bill authorizes the city of Oak Park Heights to impose a local sales and use tax of one-half of one percent, but only if approved by voters in a general election. The revenues from this tax are specifically designated to cover the costs of collecting and administering the tax itself, and to finance $41,000,000 for water infrastructure projects, along with associated bonding costs. The city is also empowered to issue bonds, up to $41,000,000 plus issuance costs, to fund these water infrastructure improvements, with these bonds not counting towards the city's debt limitations and not requiring a separate bond approval election. The sales and use tax will automatically expire either 20 years after it is first imposed or when the city has collected enough revenue to cover the $41,000,000 water infrastructure costs and any related bonding expenses, though the city can choose to end the tax earlier.
