This resolution amends Rules 40 and 52 of the Standing Rules of the House of Representatives. Rule 40, concerning bill introduction, now requires bills to be approved by the Legislative Service Bureau for form and numbering, signed by the introducer, and delivered to the Clerk's office three hours before the House convenes, with exceptions for family or medical emergencies where a caucus leader can deliver them. It also clarifies that co-sponsors can only be added with the sponsor's permission, and only the author can add or remove their own signature. Members can remove their co-sponsorship by submitting a written request to the Clerk, which will be provided to the sponsor and printed in the House Journal. The Speaker must refer bills to a committee within one legislative day, and can change the referral within the next legislative day. Rule 52, regarding appropriations, now mandates that any appropriations bill or conference report containing a "legislatively directed spending item" (defined as a specific appropriation for a particular entity or project, not through a competitive or formula-driven process, with exceptions for disaster relief, state agencies, or competitive awards) cannot be voted on without proper disclosure of the sponsor and recipient, and a description of the item. Furthermore, such bills will not be voted on if the intended recipient is a municipality or university that actively subverts or refuses to comply with federal immigration enforcement measures. Municipalities and universities must submit documentation of their policies related to immigration enforcement and provide certifications that they do not subvert federal law and will comply with it, with specific certification requirements for municipalities and universities respectively.
