This bill, effective October 1, 2026, mandates that privately owned multifamily housing projects located in municipalities with a population between 130,000 and 140,000 must install and maintain emergency power generators. These generators must be capable of supplying at least four to twelve hours of electricity to each unit for essential services like heating, water, lighting, and critical medical equipment, as well as to each passenger elevator. A "privately owned multifamily housing project" is defined for this purpose as property that includes a building at least fifteen stories high with age-restricted dwelling units and is partially or wholly covered by a mortgage insured by the National Housing Act, a federal program providing mortgage insurance.
