This bill authorizes tax credits for certain business taxpayers in Mississippi who make voluntary cash contributions to eligible hospitals, which are defined as licensed Mississippi hospitals providing short-term acute care, Critical Access Hospitals, or other hospitals with 49 or fewer inpatient beds and a 24-hour emergency department, excluding those owned by the state or federal government, and requiring engagement with healthcare consulting and CPA firms for operational and financial optimization. The tax credits can be applied against income tax, insurance premium tax, and ad valorem taxes on real property, with limits on the amount of credit a taxpayer can use annually (50% of their total tax liability for each tax type) and a provision allowing unused credits to be carried forward for five years. To qualify, hospitals must provide written certification to the Department of Revenue, and taxpayers must report their contributions on forms provided by the department, with aggregate annual credit allocations capped at $18 million in 2026, $24 million in 2027, and $30 million thereafter, and individual hospital contribution limits also increasing over time.
