This bill amends existing Kentucky law regarding stray equines, which are horses, ponies, mules, or asses. It allows a county judge/executive, who is the chief executive officer of a county government, to contract with organizations that provide animal sheltering services to handle specific duties related to taking up and documenting stray equines. This contract must be approved by the county fiscal court, which is the governing body of a county. Importantly, the bill grants immunity from criminal and civil liability to the county judge/executive for acts related to the taking up and posting of stray equines when these duties are performed by a contracted entity. The bill also clarifies that the Office of State Veterinarian will post a photograph of the stray equine on its website.
