This bill modifies the farm down payment assistance program by expanding eligibility and increasing grant amounts, effective July 1, 2026. An "eligible farmer" is now defined as someone with adequate farming experience or demonstrated knowledge in their chosen farming type, in addition to existing criteria like being a Minnesota resident, grossing no more than $250,000 annually from farm products, and not having previously owned farmland. The program will now offer grants of up to $20,000 for farmers purchasing two to 75 acres of farmland, and up to $40,000 for those buying more than 75 acres. New restrictions are also introduced, stating that farmland zoned for residential use is ineligible, and if zoned for commercial use, the farmer must submit a business plan; additionally, farmers within city limits must earn at least $1,000 annually. The bill also adjusts funding allocations for various agricultural initiatives, including reserving half of the farm down payment assistance appropriation in the second year for applicants with purchase agreements, and it includes provisions for studies on underground telecommunications infrastructure and 4R nutrient management practices.
