This bill establishes an official state designation to recognize California colleges and universities—including University of California, California State University, and California Community College campuses, as well as independent higher education institutions—that excel in providing academic resources, support services, and equity for Asian American, Native Hawaiian, and Pacific Islander students. To oversee this process, the legislation creates a new nine-member governing board and designates the office of the Chancellor of the California Community Colleges to act as the managing entity responsible for developing application procedures and processing initial and renewal requests. Qualifying colleges and universities must submit detailed strategic plans, institutional data, and specific academic and equity goals aimed at improving student retention, graduation rates, and transfer rates while disaggregating data for distinct ethnic subgroups. Successfully approved institutions receive a formal designation and insignia valid for five academic years, after which they may apply for renewal by demonstrating ongoing progress toward their stated goals.
