This bill requires the State Department of Health Care Services (DHCS) to create a public data dashboard by January 1, 2028, that will track and report monthly on Medi-Cal (California's Medicaid program) applications, enrollment, redeterminations (re-evaluating eligibility), disenrollments, and terminations, specifically focusing on the impact of new federal requirements related to work or community engagement and more frequent eligibility reviews. The DHCS will also conduct outreach to Medi-Cal beneficiaries about these new federal rules, including information on exemptions and consequences of non-compliance, and will hold listening sessions to gather feedback. Additionally, Medi-Cal managed care plans must develop and implement their own outreach and education plans for their enrollees regarding these federal guidelines, ensuring the information is culturally and linguistically appropriate and covers eligibility, due process rights, and available resources. Counties will also be required to make a good faith effort to collaborate with community-based organizations to assist with outreach and the redetermination process, ensuring these efforts are culturally and linguistically appropriate. The bill also acknowledges that these new duties for counties may create state-mandated costs, which will be handled according to existing state reimbursement procedures.
