This bill, by amending existing law and adding new provisions, aims to significantly expand the availability of electric vehicle (EV) charging stations at multifamily residential properties, which are defined as buildings with five or more units. It requires electrical corporations, which are utility companies that provide electricity, to submit plans by March 1, 2027, to install Level 2 and Level 3 EV charging stations and related equipment at these properties. A key mandate is that by December 31, 2037, electrical corporations must have at least tripled the number of EV charging stations at multifamily housing within their service territories compared to the number present on January 1, 2027. The bill also specifies that these charging stations should be deployed in areas with anticipated high usage, and electrical corporations should manage them to avoid needing upgrades to the electrical distribution system, using load management devices if necessary. Importantly, electrical corporations will recover all costs associated with deploying these charging stations, including installation and maintenance on the customer's side of the meter, as operational expenses rather than capital investments. The bill also removes a previous provision that allowed the Public Utilities Commission (PUC), the state agency that regulates utilities, to revise policies regarding electrical distribution infrastructure for EV charging after a certain period, making the new requirements more permanent.
