This bill establishes a new designation for California Hispanic-Serving Institutions (HSIs) to recognize colleges and universities that excel in providing academic resources to Latino students. It creates a governing board to award this designation, with the office of the Chancellor of the California State University serving as the managing entity responsible for developing application processes and reviewing applications. To be eligible, an institution must have at least 25% of its enrolled student population identify as Hispanic and Latino, and submit an application detailing its commitment to Latino student success, including specific academic and equity goals, a strategic plan for implementation, and data on student retention, time-to-degree, and graduation rates. Initial and renewal designations will be valid for five years, and the program will only become operative if funding is appropriated by the Legislature.
