This bill, if enacted, would establish a State Public Guardian position, overseen by the Judicial Council, to support county public guardians and public conservators who are responsible for overseeing the care and finances of individuals unable to manage these aspects of their lives. The State Public Guardian's role would be to provide guidance and technical assistance to local officials to ensure they comply with state and federal laws, facilitate access to necessary training materials, including those for continuing education, and review existing policies to recommend legislative changes. The bill also aims to standardize referral forms for requesting public guardianship or conservatorship and explore a unified reporting system to identify and address caseload management issues. Importantly, the State Public Guardian's duties would be limited to supporting public guardianships and conservatorships under the Probate Code, and generally exclude those for individuals with grave disabilities under the Lanterman-Petris-Short Act.
