This bill allows a city or county, referred to as a "local government," to voluntarily partner with another city or county to count new housing development projects towards their respective shares of the regional housing needs allocation, which is the state's way of ensuring all communities plan for and build enough housing for everyone. To qualify for this arrangement, the housing project must be jointly funded by the partnering local governments with at least $60,000 per unit in awarded funds, and it must include affordable housing units designated for very low and lower income households. This provision builds upon existing law that allows local governments to partner with federally recognized Native American tribes for similar housing credit purposes.
