This bill establishes a pilot program allowing up to 10 select community college districts to offer a Bachelor of Science in Nursing (BSN) degree, aiming to address nursing shortages. The Chancellor of the California Community Colleges will oversee the program, selecting districts based on criteria such as equitable statewide access, location in underserved nursing areas, and presence of persistent poverty in their service areas, with a requirement for a nationally accredited nursing program. Districts in "candidate" status for accreditation may be provisionally selected, and the Chancellor's office will provide assistance to help programs achieve national accreditation. Participating districts must continue offering their associate degree in nursing program and give priority registration for the BSN program to their existing associate degree nursing graduates. The Legislative Analyst's Office will evaluate the pilot program's effectiveness, costs, and student outcomes, reporting its findings to the Legislature by July 1, 2034, with the program set to expire on January 1, 2036.
