This bill creates an exception to existing law that generally restricts who can employ physicians and surgeons and charge for their services. Specifically, it allows health care districts, which are local entities that provide health services, and certain nonprofit corporations associated with them that own or operate a general acute care hospital (a hospital providing a wide range of medical and surgical services), to employ physicians and surgeons and bill patients for their professional services. This change is intended to help these districts and their affiliated organizations provide necessary medical care. However, the bill explicitly states that these health care districts and nonprofit corporations cannot interfere with, control, or direct the professional judgment of the physicians and surgeons they employ.
