This bill, building upon existing funding for dual language immersion programs, proposes the creation of a dedicated Dual Language Immersion Coordinator within the State Department of Education by July 1, 2027. This coordinator will serve as a central point of contact for local educational agencies (which include school districts, charter schools, and county offices of education) looking to establish or expand dual language immersion programs, which are defined as programs that teach both English learners and native English speakers in English and another "partner language" to foster academic achievement, language proficiency, and cross-cultural understanding. The coordinator will also be responsible for facilitating resource and knowledge sharing among these agencies and, by January 1, 2028, will create and maintain an online directory of existing dual language immersion programs, detailing their locations, partner languages, program models, and contact information. The bill also acknowledges that if the Commission on State Mandates determines these new duties create costs for local agencies, the state will provide reimbursement.
