This bill requires the Commission on Peace Officer Standards and Training (POST), a state agency responsible for setting standards for law enforcement officers, to conduct a thorough review of current hate crime training programs for peace officers, which are law enforcement officials. This review, to be completed by January 1, 2028, will assess how hate crime data is collected, how effectively law enforcement responds to these crimes, and the overall effectiveness of existing POST training on the subject. Based on the findings of this review, by July 1, 2028, POST must establish new, evidence-based training requirements aimed at improving the prevention, identification, and investigation of hate crimes, which are defined as criminal acts motivated by a victim's actual or perceived characteristics like race, religion, disability, or sexual orientation.
