This bill, by adding a new provision to existing law, exempts individuals from the Individual Shared Responsibility Penalty, which is a fine imposed for not having minimum essential health insurance coverage, if the household member for whom the penalty would apply was enrolled in Medi-Cal, a government health insurance program, during either 2024 or 2025. This exemption is in addition to other existing exceptions, such as when the cost of coverage exceeds a certain percentage of household income or when household income is below specific thresholds.
