Bill Summary

An act to amend Section 44932 of the Education Code, and to add Section 1032 to the Government Code, relating to public employment.

AI Summary

This bill expands the definition of "egregious misconduct" for individuals employed in education-related positions to include additional offenses such as human trafficking, child abandonment and neglect, child abduction, and impermissible contact with a minor, in addition to existing offenses like specified sex offenses and controlled substance offenses. Furthermore, it prohibits any certificated person (meaning someone holding a credential or certificate issued by the state for teaching or other educational services) who is dismissed for egregious misconduct from being employed in any education-related position by any state agency, the California State University, the University of California, any local agency (which includes cities and counties), or any local educational agency (such as school districts, county offices of education, charter schools, and community colleges). This prohibition is intended to address a statewide concern and applies to all cities, including charter cities, and if it imposes costs on local governments, the state will provide reimbursement.
