This bill designates the Public Safety Communications Division within the Office of Emergency Services as the sole authority responsible for all statewide and interjurisdictional public safety communications, including providing oversight, management, and coordination of these systems, and requires state public agencies to use these established systems. It also prohibits state or local agencies from entering into contracts for technical, maintenance, or system support services related to public safety communications without approval from the Office of Emergency Services, and mandates that any delegation or assignment of essential public safety communications duties also requires such approval. Furthermore, if a state agency contracts for work that falls within the division's scope, it must immediately notify the division's state bargaining representative. The bill clarifies that these changes are a matter of statewide concern and therefore apply to all cities, including charter cities, and excludes communications operated by the Department of Justice.
