This bill, known as the Juvenile Justice Education Access and Equity Act, aims to expand educational opportunities for young people in juvenile justice facilities by allowing community colleges to enter into agreements with county probation departments to provide academic or career technical education courses at these facilities. Specifically, a "home community college district" (the one responsible for the geographic area where the facility is located) or an associated "eligible institution" (an accredited community college) can establish an "instructional services agreement" to offer these courses. If the home community college district or its associated institutions are unable, unwilling, or fail to provide the requested courses within 90 days of a written request, a "non-home community college district" (one not assigned to that area) or its associated eligible institution can then step in to provide the instruction, and the home district cannot interfere with this. This provision is intended to ensure that justice-involved youth have access to postsecondary education when existing options fall short, without altering community college governance or funding structures.
