This bill amends existing law regarding autonomous vehicles in California to clarify who is responsible for traffic violations. Specifically, if an autonomous vehicle is operating without a person in the driver's seat and commits a traffic violation, the citation will be issued to the registered owner of the vehicle. If there is a person in the driver's seat, the citation will generally go to that driver, regardless of whether the autonomous technology is engaged. However, there's an exception for permitted passenger transport services where a customer is in the driver's seat but not in control of the vehicle; in such cases, if a violation occurs while the autonomous technology is engaged, the citation will be issued to the registered owner. The bill also allows for citations to be issued by mail and provides a process for permit holders to contest these citations.
