This bill establishes the Closing the Achievement Gap Commission as an advisory body to the State Board of Education, tasked with identifying and recommending ways the state can better support local educational agencies (LEAs) in closing achievement gaps among students. The commission will consist of 14 members, including representatives from the State Board of Education, the Superintendent of Public Instruction, the Commission on Teacher Credentialing, the California Collaborative for Educational Excellence (CCE), the California State Parent Teacher Association, and eight members appointed by the Governor to ensure diverse representation from school districts and county offices of education, along with a non-voting pupil member with an advisory vote. These appointed members will serve a single four-year term. The commission is required to meet at least four times annually in its first year and thereafter as needed, and will annually elect a chair and vice chair. Its duties include assessing state support for LEAs, identifying best practices through a new "Statewide Improvement Pathways Program," strengthening the CCE as a hub for resources, and evaluating how state laws, regulations, and initiatives impact the achievement gap. Annually, by December 1st, the commission must submit a report to the Governor, legislative committees, the State Board of Education, and the Department of Education, detailing its recommendations and proposed actions for state support, which the State Board must consider at a public meeting and the Department must post online.
