This bill establishes the California Healthy Food Financing Initiative, which aims to increase access to nutritious foods in underserved urban, suburban, tribal, and rural communities across the state and combat food deserts and hunger. It creates the California Healthy Food Financing Initiative Council, housed within the Treasurer's office and composed of the Treasurer, Secretaries of Food and Agriculture, Health and Human Services, and Labor and Workforce Development, or their designees. This council will be responsible for developing financing options using public, philanthropic, or private funds to support healthy food access, setting parameters for the initiative such as eligibility and financial assistance levels, and partnering with various organizations. Additionally, the bill establishes the California Healthy Food Financing Initiative Fund in the State Treasury to receive federal, state, philanthropic, and private funds, which will be used to expand healthy food access in underserved communities and leverage other funding sources. The Secretary of Food and Agriculture is also tasked with preparing recommendations for the Legislature by July 1, 2027, on actions to promote food access, and may form an advisory group to assist in this effort.
