This bill declares it the established policy of California to acknowledge and correct historical injustices, such as termination, removal, and assimilation, that were inflicted upon Native American tribes through state actions, by providing compensation, legally recognizing their rights, or replacing lost benefits. To implement this policy, all relevant state agencies, including the Department of Water Resources (often referred to as "the department") and the State Water Resources Control Board (often referred to as "the state board"), are required to consider and integrate this policy when developing or updating any water-related rights, policies, regulations, permits, or grant criteria, especially when addressing inequities that have been identified.
