This bill mandates the creation of a "Closing the Achievement Gap State Operations and Support Plan" to address persistent disparities in student academic performance. The State Board of Education, working with the State Department of Education, will select an organization experienced in improving strategies to close these achievement gaps. This selected organization will then convene a working group, including representatives from the Governor's office, Legislature, state education agencies, and various educational stakeholder groups, to develop the plan. The plan, due by December 1, 2027, will outline specific state-level goals and benchmarks for supporting local school districts in closing achievement gaps, and will recommend remedial actions if these goals are not met. Importantly, the plan is designed to avoid imposing new reporting requirements or unfunded mandates on local educational agencies, focusing instead on aligning state operations and funding to better support local efforts. To ensure accountability, the Assembly and Senate Budget Committees will hold joint hearings annually starting March 1, 2028, to review the state's progress on the plan's goals.
