This bill aims to streamline the process of transferring credits from California Community Colleges to the University of California (UC) and California State University (CSU) systems by overhauling how courses are articulated, or recognized for transfer. It mandates that by July 1, 2027, a joint committee of academic senates from all three public higher education segments must establish an agreement for "streamlined system-level articulation" that relies on common course numbering (CCN) templates, rather than reviewing each individual course for transferability. If this committee fails to reach an agreement by that date, the administrative bodies of each segment will have until December 31, 2027, to do so. Starting in the spring of the 2027-28 academic year, this new system will be the sole method for articulating community college courses that fall under the common course numbering system, ensuring that these courses transfer consistently across all campuses. The bill also requires annual public reporting on the articulation process and mandates that campuses post contact information for their articulation leads. Furthermore, it directs the Chancellor of the California Community Colleges to develop a funding plan, using existing resources, to support the CSU and UC in implementing this new system, and clarifies that this bill does not create new state-mandated costs requiring reimbursement if the Commission on State Mandates determines otherwise.
