This bill aims to streamline the process of transferring credits between California Community Colleges, the California State University (CSU), and the University of California (UC) by establishing a new system for articulation agreements, which are formal understandings between institutions about how courses transfer. Specifically, it mandates that by July 1, 2027, the Intersegmental Committee of the Academic Senates (a joint body representing faculty from all three segments) must create an agreement for "streamlined system-level articulation" that uses common course numbering (CCN) templates instead of reviewing individual courses for transfer. If this committee fails to reach an agreement by that date, the administrative bodies of each segment will have until December 31, 2027, to establish this agreement. Starting in the spring 2027-28 academic year, this new system will be the sole method for articulating community college courses that fall under the common course numbering system, ensuring that these courses transfer consistently across all campuses within the three public higher education systems. The agreement must include protections for students to prevent loss or repetition of credits and will require no more than 70% content alignment for courses to be considered equivalent. Furthermore, by June 1st each year, the California Community Colleges and CSU will be required to publicly report on the results of this articulation process, and all three systems will be asked to post the contact information of their campus articulation leads annually. This bill also acknowledges that if the state's Commission on State Mandates finds that it imposes costs on local agencies, reimbursement will be provided according to existing state law.
