This bill authorizes the State of Mississippi to issue up to $250,000 in state general obligation bonds to help Access Training, Inc. fund repairs, renovations, upgrades, and improvements to its worksite training facility. The State Bond Commission, referred to as the "Commission," will oversee the issuance and sale of these bonds, which are backed by the full faith and credit of the state and will mature within twenty-five years. The proceeds will be placed in a dedicated fund, the "2026 Access Training, Inc., Training Facility Fund," and disbursed to Access Training, Inc. for the specified facility improvements. Any remaining funds in this special account after the projects are completed will be used to pay off the debt on the bonds. The bill also outlines the legal and financial procedures for issuing these bonds, including their negotiability, tax-exempt status within Mississippi, and their suitability as investments for fiduciaries. This act will take effect on July 1, 2026, and no bonds can be issued under this section after July 1, 2030.
