This bill requires public utilities to provide advance notice to private property owners before starting construction or extending any new facility, line, plant, or system that will use their land, even if an easement already exists. This notice must be sent at least 90 days before construction begins and must be delivered via certified mail to each affected property owner, as well as published in a local newspaper. The notice, referred to as "sufficient notice," must include the utility's contact information, the property address, details about any existing easements, a general description of current infrastructure, a citation to this new law, an estimated construction start date, information on how to submit comments, and the date, time, and location of a public meeting. Furthermore, the utility must host at least one in-person public meeting in the affected county between 30 and 60 days after the initial notice is provided, and this meeting must include the details of the public meeting itself. This bill aims to ensure property owners are informed and have an opportunity to engage with utilities regarding projects that will impact their land.
