This bill requires that when Child Protective Services (CPS) initiates an investigation into a parent or guardian, they must immediately provide that individual with a plain-language statement of their immediate rights and ongoing rights, in addition to a guide explaining the investigation process. The immediate rights statement, to be provided on a single sheet of paper in large font, outlines rights such as the right to privacy and freedom from unreasonable searches, the right to refuse entry to a CPS worker without a warrant, the right to consent to or refuse services and be informed of consequences, the right to fair treatment without discrimination, the right to communication access if a disability is present, the right to know why CPS is involved (while protecting the reporter's identity), and the right to record audio of investigatory interactions. The ongoing rights statement, also on a single sheet and available in alternative formats, details rights such as the right to confidentiality of information, the right to review one's file, the right to be informed of investigation results and their impact, the right to be informed of major actions taken by CPS and the reasons for them, the right to appeal decisions and grieve treatment, and the right to continued fair treatment throughout the case. CPS workers must document that these statements were provided and make reasonable efforts to explain them verbally.
