This bill establishes a "Responsible Recreation" special license plate in West Virginia, which will be available for Class A motor vehicles. Owners will pay an initial fee of $50 and an annual renewal fee of $25, in addition to other standard registration fees. The money collected, after the Division of Motor Vehicles covers its administrative costs, will go into a special fund called the Responsible Recreation Fund, managed by the Division of Natural Resources. This fund is specifically for promoting responsible recreation, including safety education for off-highway vehicles like ATVs and UTVs (Utility Terrain Vehicles), developing educational signage, supporting volunteer stewardship programs for trash removal and erosion prevention on public roads and trails, and creating educational materials and outreach campaigns. The fund cannot be used for large construction projects, land acquisition, or general advertising unrelated to responsible recreation. The Division of Natural Resources can partner with qualified nonprofit organizations that have expertise in responsible recreation and a history of stewardship programs to help implement these initiatives, though all funds remain under state control and subject to audit. The license plate itself will have a simple design with a black background and white lettering, without additional slogans or graphics. The Division of Natural Resources will report annually on the fund's revenues, expenditures, and the outcomes of supported projects.
