Known affectionately as "Sonny" and "the Mayor of Madison Road," Mr. Breeden was a respected barber and businessman in Orange County for 49 years, operating the Madison Road Barber Shop where he fostered a welcoming atmosphere and built friendships. Despite a serious accident in 1974, he maintained a positive outlook and continued his lifelong passion for horseback riding. He also enjoyed antique car shows and spending time with his family, who were his greatest joy. The resolution directs the Clerk of the House of Delegates to prepare a copy for his family as a token of respect for his memory.
