This bill establishes the Allen Parish Economic Development District, a public entity responsible for promoting economic and community development within Allen Parish by enhancing property development, creating jobs, improving infrastructure, and generally improving the welfare of its citizens. The district will be governed by a five-member board composed of leaders from local industrial development and chamber of commerce organizations, the parish governing authority, and a state representative. This new district will have the power to sue and be sued, enter into contracts, acquire property, and levy a hotel occupancy tax of up to three percent to fund its operations and projects, with all collected funds used for the district's benefit. Additionally, the bill abolishes the Allen Parish Tourist Commission and transfers all its remaining funds and property to the new Economic Development District, which will use these assets for attracting conventions and tourists within the former commission's jurisdiction.
