Bill Summary
A JOINT RESOLUTION Proposing to amend Article III, Section 4(G) of the Constitution of Louisiana and Article IV, Sections 4 and 21(F) of the Constitution of Louisiana and to add Article X, Section 23.1 of the Constitution of Louisiana, relative to the salary and other compensation for certain elected officials; to provide for the creation of a compensation commission to examine, evaluate, and establish the salary and other compensation for certain elected officials; to provide for the effectiveness of compensation increases; to provide for increases in accordance with increases in the Consumer Price Index and duties of the legislative auditor relative thereto; to provide for submission of the proposed amendment to the electors; and to provide for related matters.
AI Summary
This bill proposes a constitutional amendment to create an independent Compensation Commission, which will be housed within the office of the Legislative Auditor, to set the salaries and other compensation for certain elected officials whose pay is currently determined by law. The commission will examine and evaluate compensation, and any changes it makes will take effect at the start of the next term for that office. Furthermore, after the commission establishes initial compensation, it will be automatically adjusted at the beginning of each subsequent term to reflect increases in the Consumer Price Index (CPI-U), a measure of inflation tracked by the U.S. Department of Labor, with the Legislative Auditor responsible for calculating these adjustments. This proposal aims to remove the setting of elected officials' salaries from the direct legislative process and link future adjustments to the cost of living, with the changes to be voted on by the public in a statewide election.
