This bill requires the Commissioner of Labor and Industry to create rules for the State Building Code regarding "unvented attic and unvented enclosed rafter assemblies," which are areas within a building's roof structure that are not designed to have air flow through them. Specifically, the Commissioner must adopt rules that consider these assemblies, when insulated and sealed with air-impermeable insulation to an R-30 level (meaning they have a maximum U-Factor, a measure of heat transfer, of 0.038), to meet the energy efficiency requirements of section R402 of the Minnesota Residential Energy Code, as long as any heating, cooling, or ventilation equipment, including ductwork, is located within that unvented attic space.
