This bill, amending Minnesota Statutes 2024, section 327.20, prohibits recreational camping area owners from charging campers more than the actual cost of electricity used by their recreational vehicles. Specifically, it defines "commodity rate" as the price of electricity itself, excluding any other associated costs, and "utility provider" as the company supplying the electricity. Under this bill, owners can only pass on the direct cost of electricity to the camper, at a rate no higher than what the owner pays their utility provider, and cannot include any additional fees for administrative expenses, capital costs, distribution, meters, service, demand, or taxes. Violating this provision would be considered a violation of a law that allows for legal action and penalties under section 8.31, subdivision 1.
