This bill establishes a new "Regional Food Bank Grant Program" under Minnesota Statutes, chapter 142F, overseen by the commissioner of children, youth, and families, to improve food access for those in need. The program will distribute appropriated funds, totaling $10,000,000 for fiscal year 2027 with a base of the same amount for fiscal years 2028 and 2029, to regional food banks and Minnesota Tribal governments. This distribution will be based on a formula that considers the number of people with incomes below the federal poverty level and the number of unemployed individuals in their service areas. Grant money can be used to purchase, transport, and distribute food and personal hygiene products like diapers and toilet paper, which must be provided at no cost to approved distribution sites. However, grant funds cannot be used for the salaries of officers, directors, trustees, key employees, or the highest compensated employees as reported on IRS Form 990. Recipients must maintain records of expenditures and report on their use of the funds as required by the commissioner, with any ineligible expenditures needing to be repaid.
