The registry, maintained by the Louisiana Bureau of Criminal Identification and Information (Bureau), will include personal information like addresses, employment, vehicle details, and online identifiers, with certain sensitive data like victim names and social security numbers kept private. The law defines key terms such as "conviction," "dating partner," "domestic abuse victim," "family member," and "household member" to clarify who is covered and what constitutes a qualifying offense. Offenders must register in person with their local sheriff and notify other relevant law enforcement agencies, and this registration is required for ten years from the initial registration date, unless convictions are overturned. The Bureau will make the registry publicly accessible online, with specific provisions for searching by online identifiers without revealing the offender's identity, and will also allow social networking websites to compare their user databases against the registry to identify and potentially remove registered offenders. Failure to register or providing false information carries penalties including fines and imprisonment, and individuals who provide affidavits for an offender's residence are also subject to penalties if they fail to report a change in residence. The implementation of this chapter is contingent on legislative appropriation of funds.
