This bill establishes a new "Fallen Heroes" special prestige license plate for motor vehicles in Louisiana, which will be created by the Department of Public Safety and Corrections if at least one thousand people apply for it. The plate, which must include the words "Fallen Heroes" and comply with existing design rules, can be used on passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans. In addition to the standard motor vehicle license tax, owners will pay an annual royalty fee of twenty-five dollars, plus a three dollar and fifty cent handling fee for the department to cover administrative costs. The twenty-five dollar royalty fee will be sent to the Capital Area Law Enforcement Foundation to purchase bulletproof vests for peace officers in Louisiana. The secretary of the department will create the necessary rules and regulations to put these provisions into effect.
