This bill establishes new requirements for well testing in rural areas of Minnesota before certain construction projects begin, aiming to create a baseline understanding of groundwater quality. Specifically, it defines "landowner" to include those where private wells are located, their lessees, or public well operators; "project" as construction requiring an environmental assessment worksheet in a rural area; and "rural area" as any location outside of a statutory or home rule charter city. Before a project starts, the owner or operator must arrange for water-supply wells within a two-mile radius of the project site to be tested by an independent third party, provided the landowner consents. These samples will be analyzed by a Department of Health-accredited laboratory, and landowners will receive their well's test results for free. The testing results will then be submitted to the Environmental Quality Board for database maintenance and to the Minnesota Geospatial Information Office.
