This bill, by amending Minnesota Statutes 2024, section 86B.311, subdivision 4, aims to protect uncultivated wild rice beds by prohibiting certain watercraft operations. Specifically, it adds a new provision that prevents individuals from operating a watercraft in or through an uncultivated wild rice bed unless it is propelled by hand, such as a skiff or canoe, and also prohibits operating any watercraft at a speed greater than "slow-no-wake" (meaning at a speed where the watercraft is fully off plane and making only the minimum headway necessary to maintain steerage) within 150 feet of an uncultivated wild rice bed. This is an addition to the existing prohibition against operating watercraft in designated swimming or bathing areas.
