AI Summary

This bill establishes the DREAMS (Dedicating Resources to Educationally Advance More Students) scholarship program, which will provide financial aid to undergraduate students at eligible public and private postsecondary institutions in Georgia who demonstrate unmet financial need, have a minimum 2.0 GPA, and are enrolled at least part-time, with a maximum award of $3,000 per academic year and a limit of eight semesters or twelve quarters of eligibility, funded by a new DREAMS Scholarship Endowment Fund that will be invested to ensure long-term sustainability and will require recipients to complete a financial literacy course and engage in work or volunteer activities. Additionally, the bill increases the maximum contribution limit for savings trust accounts under the Georgia Higher Education Savings Plan from $235,000 to $550,000 per beneficiary, mandates that institutions within the University System of Georgia and the Technical College System of Georgia acquire and maintain a supply of opioid antagonists, which are medications that can reverse the effects of an opioid overdose, and allows designated personnel to administer them, providing immunity from civil liability for good-faith administration except in cases of willful or wanton misconduct, and also excludes part-time students from membership in the Georgia Defined Contribution Plan and modifies provisions related to the minimum reserve amount for lottery proceeds.
