This bill, by making a nonsubstantive change to existing law, clarifies the procedure for resolving tie votes in elections for county central committee members, which are local political party organizations. Currently, if a tie occurs for a position that is voted on entirely within one county, the election board must bring the tied candidates together and decide the winner by drawing lots. This bill simply changes the wording from "where" to "if" in the relevant section of the Elections Code, without altering the fundamental process of resolving such ties.
