This bill, also known as Jay Leno’s Law, updates California rules regarding smog checks—the mandatory vehicle emissions inspections required by the state to reduce air pollution—for older specialty vehicles known as collector motor vehicles. Currently, vehicles manufactured before the 1976 model year are entirely exempt from smog checks, while older vehicles registered as collector cars receive a partial test exemption if they meet certain age and insurance requirements. This bill broadens the legal definition of a collector motor vehicle to include cars that are at least 35 years old and either properly insured as collector vehicles or driven less than 1,000 miles per calendar year. Furthermore, the legislation establishes a phased-in, rolling exemption from regular smog check requirements (including initial registration, ownership transfers, and biennial renewals) for these qualifying collector vehicles, starting with pre-1981 models on January 1, 2028, and expanding by one model year each year until pre-1986 models are fully included by January 1, 2033.
