This bill, known as Jay Leno’s Law, gradually exempts certain older collector motor vehicles from California's mandatory smog check inspection and certificate requirements upon initial registration, biennial registration renewal, and ownership transfer. Under current law, vehicles manufactured before the 1976 model year are entirely exempt from smog checks, while certain older vehicles meeting strict collector criteria receive partial testing exemptions. This legislation expands the definition of a "collector motor vehicle"—defined as a specialty vehicle used primarily for shows, parades, and historical exhibitions rather than daily transportation—to include vehicles that are at least 35 model years old and meet specific Bureau of Automotive Repair regulations regarding insurance or low-mileage usage. Starting on January 1, 2028, the bill creates a rolling exemption for collector motor vehicles manufactured before the 1981 model year, and incrementally extends this cutoff by one model year each year until January 1, 2033, at which point vehicles manufactured before the 1986 model year will be completely exempt from regular smog check requirements.
