This bill, known as Jay Leno's Law, modifies the smog check requirements for collector motor vehicles in California. It redefines a "collector motor vehicle" to include vehicles that are at least 35 years old, used primarily for shows and exhibitions rather than as a primary mode of transportation, and are either insured as collector vehicles or driven fewer than 1,000 miles per year. The bill exempts collector motor vehicles manufactured before the 1981 model year from the biennial smog check requirement, and this exemption will gradually extend to vehicles manufactured before the 1986 model year by 2032.
