This bill requires the State Department of Health Care Services (DHCS), which administers California's Medi-Cal program for low-income individuals, to establish a list of performance measures by January 1, 2028, to ensure that vision services provided under Medi-Cal meet quality and access standards. These measures will evaluate how often vision services are used, how easy they are to access, and their availability, and will include data on providers, eye examinations, and eyeglasses. The DHCS will consider existing data sources, trended data, and other state and national performance measures when evaluating these metrics, and will post the performance measures and data on its website annually, along with establishing benchmarks for each measure and preparing an annual report on complaints and grievances related to vision services.
