This bill temporarily bans law enforcement agencies, including local, state, and federal agencies operating in California, from using or spending state funds to purchase wearable electroshock devices—specifically defined as shock-delivering weapons worn as gloves, rather than traditional handheld devices like standard tasers or stun guns—through January 1, 2030. To implement this temporary ban, police and other law enforcement departments must update their official use of force policies (which are the internal guidelines officers must follow regarding when and how much physical force to use). Additionally, the bill directs the California Department of Justice's Division of Law Enforcement to study the safety and community impacts of these glove-like shock devices, consult with various stakeholders such as social justice advocates and technology experts, and report its findings and recommendations to the Legislature by January 1, 2029.
